The Country Club Elite® Mats work best on a firm flat surface. I have a number of them installed on my backyard golf course and driving range. One if loose laid under a pine tree where the earth was nice and flat and a few are boxed in with pressure treated lumber and leveling base since the tee box area was not level. Most commercial driving ranges put the mats on a concrete pad.
Carpet is usually not suitable because the mats will "walk" due to the torque of the golf swing.
If it is a very tight commercial carpet - we have had luck with a mat tape to keep the hitting mat from moving - or better yet you can cut a recess in the carpet and drop the mat down into it.
